He was a Peruvian scientist who in 1895 was the first person to build a liquid fueled rocket engine, and in 1900, the first person to build a modern rocket propulsion. Paulet is considered one of the "fathers of aviation." The National Air & Space Museum in Washington, DC, has a small plaque to honor the memory of Paulet.
Paulet also designed the jet engine in 1895, the propulsion systems in 1900, and an airplane using thermoelectric batteries and rocket motors in 1902. He referred to the use of nuclear propulsion rocket flights to the moon.
In 1900, Paulet's life took a turn. Due to the various diplomatic duties was given by the Peruvian government, joined the diplomatic corps. He was first assigned as Consul of Peru in Paris, and in 1902 he moved to Belgium, as Consul General in Antwerp. It was there where he finished his sketches of "Torpedo Plane, Paulet system."
The Peruvian government assigned an official number, which distracted him from his project. But the government also needs their technical and scientific support for other projects.
